bin: diagnose empty automata in ltlcross and ltldo

* src/bin/ltlcross.cc, src/bin/ltldo.cc: Make sure
the result of hoa_parse() is non-empty.
* src/tgbatest/ltlcross3.test, src/tgbatest/ltldo.test:
Add test cases.
