ltlsynt: --ins is optional but not its argument
Fixes #481, reported by Michaël Cadilhac. * bin/ltlsynt.cc (argp_option): Remove erroneous OPTION_ARG_OPTIONAL. * tests/core/ltlsynt.test: Add test case.
