get rid of the Python-based CGI translator

We now have a separate project for its replacement at
https://gitlab.lrde.epita.fr/spot/spot-web-app/

* python/ajax/: Remove directory.
* python/Makefile.am, configure.ac, README: Adjust.
* NEWS: Mention this.
