ltl2tgta: new tool

* src/bin/common_post.cc, src/bin/common_post.hh: New files, extracted
from ...
* src/bin/ltl2tgba.cc: ... here.
* src/bin/ltl2tgta.cc, src/bin/man/ltl2tgta.x: New files.
* src/bin/Makefile.am, src/bin/man/Makefile.am: Adjust.
* NEWS: Mention ltl2tgta.
