ltlcross: diagnose complementations requiring too many colors
Fixes #411 reported by Frantiček Blahoudek. * bin/ltlcross.cc: Catch the issue. * tests/core/ltlcross6.test: New file. * tests/Makefile.am: Add it. * NEWS: Mention it.
