Add interface for and test the bdd_setxor() function added to Buddy.

* wrap/python/buddy.i (bdd_setxor): New function.
* wrap/python/tests/setxor.py: New file.
* wrap/python/tests/Makefile.am (TESTS): Add setxor.py.
