common: introduce SPOT_UNREACHABLE and SPOT_UNIMPLEMENTED.

* src/misc/common.hh (SPOT_UNIMPLEMENTED, SPOT_UNREACHABLE,
SPOT_UNREACHABLE_BUILTIN): New macros.
