Introduce a class to complement a WDBA on-the-fly.

* src/tgba/wdbacomp.hh, src/tgba/wdbacomp.cc: New file.
* src/tgba/Makefile.am: Add them.
* src/tgbaalgos/minimize.cc (minimize_obligation): Use
wdba_complement().
