to_dca/to_nca: fix handling of co-Büchi input

* spot/twaalgos/cobuchi.cc (to_dca, to_nca): Do not process
the input if it is already co-Büchi.
* tests/core/dca.test: Test this.
* NEWS: Mention the bug.
