Lift the SCC computation off future_condition_collectors, into

a new tgba_scc class.

* src/tgba/futurecondcol.cc, src/tgba/futurecondcol.hh: Move
all delegation functions and scc_map into ...
* src/tgba/tgbascc.cc, src/tgba/tgbascc.hh: ... these new files.
