org: cleanup css files

* doc/org/syntax.css: Delete this useless file.
* doc/org/spot.css: Cleanup.
* doc/org/init.el.in, doc/org/.dir-locals.el.in: Only load spot.css.
* doc/Makefile.am: Only distribute spot.css.
