degen: consider incoming edges to select initial levels

Fixes #257.

* spot/twaalgos/degen.cc: Implement this optimization.
* tests/core/degendet.test: Add a few test cases.
* tests/core/ltl2tgba2.test: Adjust expected sizes.
* NEWS: Mention the change.
