postproc: add simul-max and wdba-det-max options

* NEWS, bin/spot-x.cc: Document them.
* spot/twaalgos/postproc.cc, spot/twaalgos/postproc.hh: Implement
them.
* tests/python/stutter-inv.ipynb: Adjust result.
* tests/core/minusx.test: Add test case.
