python: add a timeout argument to automaton() and automata()

* wrap/python/spot.py: Implement it.  Also report non-zero
exit using CalledProcessError.
* wrap/python/tests/automata-io.ipynb, wrap/python/tests/piperead.ipynb:
Adjust.
* NEWS: Mention the change.
