debian: Distribute the html version of the ipython notebooks

* configure.ac: Check for ipython.
* wrap/python/tests/Makefile.am (nb-html): New rule, using ipython.
* debian/control: Depend on ipython.
* debian/rules: Run nb-html.
* debian/python3-spot.examples: Install the genrated html files.
