twaalgos: Implement language_map algo

* python/spot/impl.i: Add python bindings.
* spot/twaalgos/langmap.cc: Implement algo.
* spot/twaalgos/langmap.hh: Declare algo.
* spot/twaalgos/Makefile.am: Add new files.
* tests/python/langmap.py: Add tests.
* NEWS: Update.
