Rename ChangeLog as ChangeLog.1 and leave an empty ChangeLog.

The empty ChangeLog is required so that Automake does not complain.

* ChangeLog: Rename as ...
* ChangeLog.1: ... this.
* Makefile.am (EXTRA_DIST): Distribute it.
* ChangeLog: New empty file.
