to_tgba: fix handling of CNF with multiple unit clauses

Fixes #313, reported by František Blahoudek.

* spot/twaalgos/totgba.cc (to_generalized_buchi): Fix it.
* tests/core/remfin.test: Test it.
* NEWS: Mention it.
