sccinfo: implement PROCESS_UNREACHABLE_STATES
This is actually used by next patch. * spot/twaalgos/sccinfo.cc, spot/twaalgos/sccinfo.hh: Here. * tests/python/sccinfo.py: Add a small test case. * NEWS: Mention it.
