twa: introduce intersects() and friends
* spot/twa/twa.hh, spot/twa/twa.cc (intersects, intersecting_run, intersecting_word): New functions. * NEWS: Mention them. * doc/org/tut51.org, tests/python/bugdet.py: Use them.
