python: add bindings for set of unsigned int

Requested by Marek Jankola.

* python/spot/impl.i: Add bindings for std::set<unsigned>.
* tests/python/powerset.py: New file.
* tests/Makefile.am: Add it.
* THANKS: Add Marek.
