python: better interface for sat_minimize()

* NEWS: Mention it.
* wrap/python/spot.py: Rewrite the sat_minimize() function.
* wrap/python/tests/satmin.py: New file.
* wrap/python/tests/Makefile.am (TESTS): Add it.
