randltl: add option to simplify formulas

* src/bin/common_r.cc, src/bin/common_r.hh: New files, extracted from...
* src/bin/ltlfilt.cc: Here.
* src/bin/randltl.cc: Use them.
* src/bin/Makefile.am: Adjust.
