remfin: add is_buchi_realizable() method
* NEWS: Update. * spot/tl/hierarchy.cc: Replace rabin_to_buchi_maybe() with is_buchi_realizable(). * spot/twaalgos/remfin.cc: Implement it. * spot/twaalgos/remfin.hh: Declare it.
