Update to SWIG 1.3.22.

Browse source 
* wrap/python/libpy.c: Delete.
* wrap/python/swigpy.i: New file.
* wrap/python/Makefile.am (swigpy_wrap.c): Build this from swigpy.i
and use it instead of libpy.c.
