Use latexmk to build tl.tex.

* doc/tl/Makefile.am: Rewrite using latexmk instead of texi2dvi.
Also define the SpotVersion when calling latexmk, not in tl.tex.
* doc/tl/tl.tex: Assume SpotVersion is defined outside the file.
