Work around a recent decision in Jupyter Lab and Notebook to render
<svg> is inline <img>, breaking tooltips or text selection.
(Rerendering all notebooks was painful.)

This is to workaround differences in minidom's pretty-printing that
occurred between Python 3.7 and 3.8.
