Export tgba_parse() to the python interface.
* src/tgbaparse/public.hh: Hide tgba_parse_errorlist to SWIG.
* wrap/python/spot.i: Export tgba_parse.
* wrap/python/tests/parsetgba.py: New file.
* wrap/python/tests/Makefile.am: Add it.
