* spot/twaalgos/strength.cc (is_safety_automaton): Reimplement it.
* spot/twaalgos/strength.hh (is_safety_automaton): Update
documentation.
* tests/python/safety.py: New file.
* tests/Makefile.am: Add it.
* NEWS: Mention this change.
