genaut: add missing documentation

* bin/man/genaut.x, doc/org/genaut.org: New files.
* bin/man/Makefile.am, doc/Makefile.am: Add them.
* doc/org/tools.org, bin/man/randaut.x, bin/man/randltl.x,
bin/man/genltl.x: Link to them.
